I wonder what sort of coating? white powder? and how much? I use other brands of rust converter and sometimes I get a white powder. If there is much I wash it off.
 
Mostly black to clear, only a few spots of white which I brushed off. I also brushed the spots where it formed beads and dried to what looked like a
paint run.

he residue is iron phosphate. It is a good paint base and provides some protection between cleaning and priming. It also holds oil on surfaces you can't paint like a table saw.
