Advanced products for painting over rusty bush hog??

I don't want to start a bru ha ha here as I know this is a huge issue for most of us, but here it is. Having restored multiple vintage tractors, I now have a used brush hog that has an even coating of rust (see photo). I always sand blast and or knotted wire wheel clean all my tractor parts, then often use SEM Rust Mort before using a PPG Omni system of etch primer, sealer, and acrylic enamel. However, for this brush hog, I really do not want to spend the hours needed to bring it down to bare metal. What I would like to do is a light prep to remove loose rush (it is not flakey rust) and then paint with a product which encapsulates the rust, and then paint with Sherwin Williams Dura-Plate 235 Epoxy Enamel (usually acts as a primer). I have been looking at HVLP sprayable products by Locktite and Eastwood. Lets assume I am NOT going to bring this down to bare metal. I can use Rust Mort, then another product, and then my paint. Is anyone familiar with any rust encapsulation (not neutralization) products that would work for this scenario? As always, thanks to all,, Larry.

I just use a knotted wire wheel to get the
loose flaky junk off and rough up what
little paint was left on mine, then just
brushed on 2 coats of RustOleum. And it
still looks good, I did that 3 years ago.
 


The procedure that you use is pretty much the same as how I do it. For a job like this I use a more generic phosphoric acid product like milkstone remover from the dairy supply or limescale remover from a restaurant supply. I apply it liberally in the bright sun and agitate with a stiff brush. I follow that with Rustoleum rusty metal primer and then a Nason acrylic enamel. I would use hardener if it were a bright color.
 
Thanks to all as always. Showcrop, just a quick query, when you use the phosphoric acid converter, i.e. ferrous oxide to ferrous phosphate, do you wash it off with water after 15 to 30 minutes, or do you use the Rustoleum product directly after the phosphate air dries. Thxs,, Larry.
P.S. Looks like I will go with the converter and then Rustoleum product. A lot cheaper than some of the encapsulation products I see on-line, and after all, it is just a brush hog.

Yes, I wash it aggressively. Small parts are tossed in a bucket of clear water, while I pressure wash the big ones.
