You would use paint thinner unless you are spraying it, then it would be better if you used naphtha. Just keep in mind that oil based finishes including primer don't like to be thinned. Use as little as you can. It's not so apparent with primer but the enamel topcoat it screws up the sheen which in turn reduces the life of the paint.
 
I don't want to steal Stephen's thunder but would only add that you should read the can and specs carefully and do exactly what it says in regard to prep, thinning and application. I'm a fan of using a specific paint system including all of the products supplied by that organization.
