Steering wheel refinish

You need to determine what it's made of. Some of them are bakelite. If that is the case you don't refinish it, you polish it out. Start by sanding it down to a uniform sheen and then wet sand it with finer and finer paper until you sand it with 2000 grit and then buff it with rubbing compound.
 
Twenty five years ago redid steering wheel by scrubbing the oxidation off, filling cracks with JB Weld, and painting black. Just noticed last time I used it that it needs some more cracks filled and repainted.
