I painted a set of rims a couple of years
ago. I brushed them with tractor and
implement enamel.
But they aren't quite the "correct" color
and I want to redo them.
Is there a product out there I can use to
etch the old paint so the new paint will
adhere?
I can scuff most of the rims by hand if
need be but these have the loops on them
where they bolt to the centers. Would be
tough to get in and around the loops to
sand or scuff them.
Any suggestions?

Yes, Scotch pads moistened with lacquer thinner on the lion's share of the rims. Piece of cake.

Alight brush blast would clean these up nicely. No need for a heavy blast to get down to metal. Also, make sure to degrease before new paint. If you have concerns about the new paint sticking to the old paint, SEM makes an excellent adhesion promoter. One light coat and you are ready to go.
 

A light brush blast will fix you right up. If you don't have a sandblaster, a cheap qt size from HF will work for what you need. Just give it a quick once over to break up the glaze on the old paint. If you have concerns about the new paint not sticking to the old, SEM makes an excellent adhesion promoter that will cure that problem. One med coat cures quickly and softens the to get a good bond.
 
You don't have to scuff the surface 100%. You could sand as much as you could get to with 180 or finer paper and that enamel should stick alright. They do make a liquid de-glossier but I've never been impressed with any of it.
