New Fender Paint????

Bought a new fender for MF35 from Sparex for show tractor. The paint was rough so I thought I would sandblast. Sandblasting would not cut paint so I thought it was powder coated so I heated it to 500 degrees for 30 minutes and thought it would come off. No luck. Used a grinder next and it was hard and would just kind of roll up wet. Have never seen paint like this and don't know what they painted it with. Friend said it was kind of like 415 paint. Anyone ever have this problem if so how do I get it off? Got a mess and got to do something. LOL

It s prob powder coated. Had the same problem with a battery box that I bought. A commercial sandblasted will eventually cut it. Just takes a while.
