I know it's not what you want to hear but the only solution is to at least sand the clear coat off completely and start over. It's difficult to see when you start sanding so you might as well take it down to the primer. If you are putting a clear over a single stage paint you would have better luck is you would scuff sand the paint with 400 grit paper before applying the clear coat. The scratches created by the sanding will help the adhesion.
 

Once a few years ago when I stopped by the body shop down the road they had one that they were pulling it off from with razor blades.
