Rusted out windowsill.. or what ever its called.

I don't know what this part is actually called and i'm looking for ideas on how i could go about fixing this, thinking i could just cut out the old rusted areas and weld in new steel but was wondering if theres any better ways out there.

Cutting it out and welding in new metal is the only long term solution.

2X cut it out and replace it. I spent many hours in 2015 and 2016 doing just that on an old car.

Yes cut it out . any points by the window that need filler use lead and not bondo. Lead can take the pressure.
