Throttle goes to wide open on its own when engine is off

I have an 860. When the engine is off and the hand throttle is moved just a small amount it gets pulled to wide open position.

It will stay in lowest position provided it isn't bumped.

When running it appears to operate as it should.

Is this normal???
 
Throttle friction disc unit needs to be tightened up or the friction disc replaced.

When engine is running, governor action tugs on throttle to "close" it, so there's a "compensating spring" to counteract that.

When stopped, the governor isn't tugging back on the lever, so it's easier for the compensating spring to pull it "open".

Friction disc is #22, compensating spring is #20, adjusting nut is #16.
