Long 310 missing past half throttle

All, Long 310 had blown head gasket. Replaced it along with surfacing head. Starts, idles and runs well until you go past half throttle. Starts stumbling/popping bad. Pump was rebuilt not long ago. Valve lash set at .015. Any ideas? Not much info to be found on these old girls.
 
Trying to remember, doesn't the shutoff work by changing the timing on the injector pump? Unhook the stop rod off the pump and see what happens. I'm wondering if it's in the wrong hole or something?
