steering clutch freeplay?

Hi guys I have a International Drott t-340 and when I try to go up a hill it won't go, I was reading on another place a guy was saying it's the steering clutch adjustments and I should have an 1 1/2 to 2 inches of free play,my question is whats the free play when you first pull back and have the slack until it engages or is it when it is engaged and back? also I guess there is a bolt under the seat that adjust a spring for the planetary and that could need adjusted to climb hills also? any input that would help me out please?
