77 oliver surges when load applied, will surge 5 or6 times then settles down and run fine. linkages all free and adjusted as per oliver shop manual, adjusting surge screw does not have any effect..and ideas

My 880 did that a couple years ago. I checked the linkage and, according to the book it was correct. I turned the clevis on the rod going to the carb by a half turn to lengthen and it's been fine since.

Check the spring under the surge bolt on the governor, it might be broken
