White 1370 (Oliver 1365) pwr steering issues - pushes ri

Hey all,
Went to cut hay with my white 1370 2wd (same as oliver 1365 from what I read) today and about 5 min in when I went to make a hard right turn the power steering cut out completely.

-With tractor running the power steering almost wants to push to the right on it's own, on solid ground if you steer to the right it'll slowly keep going on it's own all the way to the steering lock. You can hold the wheel straight but cannot get the tractor to steer left at all.

-With tractor off you can turn left/right with some effort, seems to be the same either direction, to either steering lock.

-Level on reservoir above engine was good

-Did change transmission oil last week along with hyd filter, but from what I'm seeing that's a completely separate system, and the remote hydraulics are still working properly.

-I do have the service manual but I'm not really understanding. What exactly is sensing steering input so pump knows what to output to the steering cylinder?

EDIT:
-after more reading of the service manual I figured out the steering input gets sensed in the control box at the front of the cylinder. definitely seems to be the issue, the shaft moves freely inside the control valve. when you steer right it keeps pushing as previously described, when you steer left you can see the cylinder actually try to push right until it hits the pressure relief. if you release pressure to neutral and then try to steer left again a few times, you can sometimes get it to turn very slightly. light tapping on the control valve with a hammer while applying pressure at the wheel seems to cause some strange behavior in the steering.
-pressure relief valve seemed good, took it out and cleaned with no change.

now just wondering how do you get into the control valve to clean it, as it looks like the cylinder is no longer made and can't be replaced?

also found a blurb on another site saying there should be a set screw or locking collar to adjust if the tractor only wants to steer one direction. don't see anything about this in the service manual and I'm not spotting it on the cylinder.

Mine's front wheel assist and the steering is a little different, but I believe yours has the cylinder attached to
the drag link on the left side. There's an actuator that moves when the drag link moves, and puts pressure to the
cylinder. It has either failed or is out of adjustment.
 
Yup, after tracking down a Fiat service manual I found the process to adjust the control valve attached to the drag link. Did that, it's steering in both directions now, but it's like it stops every 1/3-1-/2 wheel turn and doesn't want to start until you release pressure and try again, it sounds like you can hear the pressure relief valve opening in the pump.

Finally got off the cylinder, tore apart the valve control box. All looked pretty good in the valve head, still packed with grease that looked relatively clean. When I got the head threaded off the cylinder I went to remove the control rod from the head, and a small piece of metal fell onto the floor somewhere from the rod. To me it looks like a chunk (less than 1/4) of a washer, but cannot figure out where it may have came from so I can fish out the rest of it and replace? There is still one spring still in the valve head that shows a washer but I can't seem to get out the earless snap ring yet.

I have not tore into the cylinder itself, but I'm not seeing any washers in parts list that look like they could be the broken piece I found?

In any case, probably going to throw it back together tomorrow if I can't find source of the washer bit and hope the piece I found was just blocking flow somewhere.
