Timing rpm for Oliver 1800

The operator's manual says "run the engine at high no load speed" when setting the timing to 22 BTC. What rpm s considered high no load speed?

I timed it at 22 BTC it at 1500 rpm. I noticed when I dropped the rpm to 600 afterwards , the timing went to 30 degrees btc. Is this normal?
 
Does the tractor by chance have a vacuum advance? If so, the
vacuum line needs to be disconnected when using a timing light, I
believe.
 
Is this an A or B series tractor? A series is set @ 200 the B & C series at 2000-2420. If you don't have these RPM's you need to adjust your governor. No vacuum advance
on any 1800's unless someone changed distributors.
 
It is a 1800A and there is no vacumn advance. From what i understand from your reply, the RPM should be set at 200 when doing timing? Why then on page 3-12 of the Oliver Owners manual for 1800 does it say run enegine at high no-load speed ?

I expect John made a typo. Will your engine actually run @200rpm?
