Installed Rebuilt Roosa master pump motor revs like craz

Had the injection pump rebuilt on my 1650 and installed it this afternoon. After bleeding, engine starts right up with an injector line cracked and immediately revs way up out of control and doesnt respond to throttle. Stopped engine and tightened lines. Start up, same thing happens. Engine runs faster than full throttle for a couple seconds and then I shut it down.
Rebuild shop isnt open until Tuesday. Need the tractor in the meantime to grind feed. Any ideas?
The throttle lever was tied up with the shaft seals on the tie. Had to untie to take off the seals before mounting. Its spring loaded so I bet it slid forward. When I called Shop owner he mentioned the throttle lever holds part of the governor in place and shouldnt be moved until pump is installed. Appreciate any advice for a guy who was too dumb to know that in the first place.
Tractor was running well beforehand just leaking badly out of the stop lever shaft on injection pump.

Something is wrong inside, was the calibration verified on a test bench? Or was it repaired and returned without testing? Could be one of the governor weights are
out of place, my guess is it needs to come apart again to find what's wrong.
 
Took pump on 1965 1650 off took back to shop. Sounds like moving the throttle lever somehow shifted the governor weights. Put pump back on and wont start. First Bled fuel by hand . No start and then turned over the engine with first second and then third fuel lines off at injectors until fuel came out. Still nothing. shot a little ether in, fires and then dies.

So consult with shop and they Recommend checking timing by Aligning marks on injection pump window and checking that the flywheel shows 4 btdc.

But when I open the plate on the bell housing there isnt a pointer indicating the position. I Can just barely make out TDC but no degrees on the flywheel. was told 4 degrees is about a half inch but not sure where that should be relative to the timing window in tge bell housing since there isnt a pointer. Is there another way to check the timing? Right now when the injection pump window marks are lined up TDC is about 1.5 inches below bell housing window hole.
Appreciate any help on this. This forum has really helped me keep this tractor going.
