1850 Weak Hydraulics

We have an 1850 diesel that has sat for 7-8 years unused. Recently
got it running again and steering will move about 3 inches either way
and no 3pt until about 1400 rpm. 1400 it acts more like it should. New
fluid, new filter, although the old filter had collapsed and fallen apart
and spring was gone. Flow divider and relief valve are also clean.

I have done research but my knowledge of these tractors is limited.
My understanding is that the flow restrictors should be next on my
list. But, what makes me question that is that I know for a fact this
was a running and operating tractor the way it sits currently. So what
would make the hydraulics act like this from sitting? Should I be
looking for something else?
 
If the old filter had fallen apart, could some of the filter debris and old dirt caught in the filter have been drawn into the hydraulic system causing down stream valves to stick or not function right?
 
Very well could be, waiting for the operator manual in the mail and hoping it shows me these other valves. Ive read of people having issues with these but I dont know where they are. Can these pumps handle contamination like this and survive?
 
Manual came, lots of good info and glad I have it although it didnt quite have what Id imagined. I guess a series of flushes through the remotes are my next move. That is if the consensus is some debris wont damage these pumps. Im also wondering if that missing spring in the filter housing may be letting the filter block the flow of fluid? It seemed like it held itself in place just fine but I suppose its a possibility.
 
Yes I am aware of that on these tractors. I think my main worry at the
moment is not hurting the pump any more than I may already have.
