Oliver 77 PTO clutch

Hello, I have an 1953 Oliver 77 Row Crop. Now Ive never used the PTO before. This was my fathers and his method of engaging it was push down on the clutch and slowly push the PTO lever until it engaged. Well the clutch doesnt affect the PTO, it seems its directly engaged to the engine and the transmission gear selection doesnt change anything. Is this normal?

Thats what I saw but my clutch fully pressed doesnt disengage the PTO. would that be a clutch adjustment issue? From a short google search is it more of an independent pto?
 
I had the wrong search terms when researching it. It seems to have an independent PTO. I was very confused when using it with a brush mower.
 
The PTO runs directly from a hub in the center of the flywheel. The only clutch for it is the one that the hand clutch lever by the
seat engages and disengages.
 
lol maybe, maybe not. He had a reason for doing it. Old stuff worked on by people who had little money and every incentive to get
things working with little brains... lol did things
