Oliver 550 pto clutch problem

My pto was working fine until it would not engage. The tabs were broken off of the pressure plates so I removed the upper bell housing and replaced the plates. It will lock up just fine, but my concern is that when I push the pto lever forward, the entire clutch pack comes out of the drum. Is this normal, or do I have another problem?
 
There's a set screw in there that has come loose. Holds the whole thing to the shaft. Seems to be a bit of a common issue unless you put a shorter set screw in and put another one in on top of it to lock it in.
 
I tried to tighten the set screw, but I didn't think about it being double stacked. I'll check it tomorrow, but I bet that that is the problem. Thanks for your help.
 
Found the problem... someone tried to drill out the original set screw but didn't get it all. Thanks for the help!

I have the set screw repaired, but now I can see that it is the front end of the pto shaft that is moving. The back half is staying put. There must be something locking the two together. will the shaft pull out from the back, or do I need to split the tractor?

Theres a roll pin inside gear case where that shaft goes into the actual PTO shaft, Ive had to repair one that the pin was broken on. You have to remove rock shaft cover to access.
