I don't recall for sure, but think it was .040-.045 out of the head. When I had the head repaired with all new seats on my 4-78 White forklift with the same engine I had the shop install all seats to put valves .095-.100 out. The piston valve pockets were .140 deep on my engine, and with a .050 thick head gasket valves still clear fine during the overlap time. Starts MUCH better when cold now than before, when all valves were .010-.020 deep in head.
 
Service Information Bulletin # GB-10-106 dated 6-8-77.

Exhaust valve projection: .026" Min. to .042" Max.

Intake valve projection: ,014" Min. to .029" Max. This means with the cylinder head upside down, valves should project above head gasket surface.

Be aware that there are aftermarket pistons out there that the combustion bowl is too deep, it won't start.  Compare depth of original bowl depth to aftermarket.

Another hint, should you be using the tractor for light duty, there are different thick-ness injector seals which will lower injector for better starting.
 
My head was about the same as yours is now, why I had all new seats put in. Another 1655 283 diesel I had apart after mine those pistons had .140 valve pockets same as mine.
