1650 diesel with the stutters

Seems to stutter when going up a hill or when hauling a bale. Have changed filters fuel is clean fuel lines are clean don't seem to have any fuel leaks, Any Ideas?
 
Times two what scootergmc said, probably injection pump repair time. Whenever you have engine speed changes for no reason with good fuel flow to the pump it's a sign internal governor needs repair. Keep running it, and soon the weight retainer pins will shear off, seize the rotor and break the drive shaft..
 
I tried the loose cover the last time and it did not make a difference. I knew I had asked b4 but could not find it. so tried again thanks any other Ideas?
 

Also, I'd be popping off the injectors and checking the pressures.

So how long since the pump was rebuilt? Are you using diesel fuel treatment? These pumps don't like the non-lubricity of ULSD. Return line check valve? I'm just throwing things out there at this point, but it definitely sounds like a delivery problem.
