1655 engine rebuild

Took my block, head and 310 crank to the machine shop. Machinist says my crank is bad (#2 journal is down 0.031) and my block is cracked between cylinders and he's reluctant to weld block or crank. Crank supplier says they will exchange it for a usable crank. Any thoughts from anyone?
 
Are the cracks in the top or bottom of the block or both places? Remember welding a diesel crank is different than just welding a steel crank.
 
Yes, they have the protrusion dimensions. I made sure of that. The cracks are in the top of the block I think. They haven't shown me a crack in the bottom. What's the difference between a steel and a diesel crank?
 
On a diesel crank the journals are hardened. Did they check the Rockwell on your crank. Asked him whatthe protrusion is the last man I talked to had the wrong dimensions!
