I'd pull the air cleaner to get it out the way and then pull the governor off and see what wore out.

One possibility it the bushing in the block is wore out where the governor pushes on it.

I am assuming everything is adjusted properly.

A tractor at that age is probably going to have a lot of worn linkage. Starting at the throttle lever weld all the linkage holes shut and drill back to size. Also the rods will need to be welded and filed back to size. The throttle lever assembly needs to be in good repair. Then as was said get into the governor assembly and look for bad bushings, bearings, loose flyweights, etc.
