Flywheel bolts

Am reinstalling the flywheel on my 77. Two questions I need to address.
1. I put new lock washers on the bolts but am finding that they are splitting open as I tighten the bolts. I attribute that to being a cheaply made product that my local hardware store is selling. In reading up on lock washers, it seems that the current consensus is that the split type lock washers are actually useless in this situation and could be a detriment to proper torquing. Im thinking of going without them. Recommendation?

2. Now Im a wondering if I should buy a new set of bolts. Oddly to me, current ones do not have any grade markings on the head. Should I bother replacing them and if so should I use grade 8 for that?

i am working on an 88 engine swap right now, and those bolts have 3135 rockford on them , it dont give a bolt grade on them and they have
regular split washers. sure looks to me like you have one size too big of a lock washer on those. they should not be sticking out from the
head that far.
 
and to add you would need to get the exact same bolt due to the shoulder. that you sure wont find at a hardware. plus fine thread.
 
Item 13 in the AGCO parts book. 6 each lock washers part number 920084 crankshaft and related parts. Trouble is I can not find a technical description telling if they were a flat or toothed washer. It would be nice to know. It's been awhile since I have had one apart. I do know that many were never put back. I have had several apart that no longer had lock or flat washers on them.
