How do I get axle to freewheel

I have the 4-80-17, it seems as though the transmission goes
in and out of gear freely the transfer case is unlocked. Why
can’t I get the wheels to spin? I’m just trying to pull it out of the
way. It’s got to be something simple as I had it turning earlier.
Something got locked In Or applied that’s stopping all
movement
 
My guess is the brakes. Crawl under it with a 3/4 inch wrench and loosen the cover plates on the brake housings.
 
Thanks for responding. I can definitely loosen those covers off, will that relieve the brake pressure? It looks similar to a slack adjuster, is there a stroke measurement? If I take the plates off to have a look inside, am I opening a can of worms? I would like to make sure the brakes are fully released. I pulled the plug for the reverse o matic and the gear oil (5gallons) looks brand new and no metal on plug magnet. I just wanted to cross it off the list as I will with the rear end too. I realize this only tells me oil conditions and not gears, but I believe it’s a good indicator.
I should say that the rear wheels will move back and forth about an inch, making me think if the brakes were stuck wouldn’t allow any movement.

That brake actuator allows some movement back and forth. I think you could get that inch movement if they were stuck. Back those bolts out a half inch or so and see what happens. Nothing should fall out.
 
I backed those bolts out of the brake side cover t’day. I was curious what it looked like inside, so I went a little further than 1/2”

I still had no movement of the rear axle. It does look like moisture got in that right side
 

There is two disc per side. The actuator is between the and pushes them apart against the plate. I would pry and tap on them with a hammer. Take them clear out if you want. Theres not much to them.
 
I’ve backed those 3 bolts on each brake cover all the way out.
They are to long to take all the way out. They hit the frame. Is
it just those 3 bolts that hold the whole brake chamber to the
ROT housing? I’m thinking I could drop it out to service it. Or
do you recommend taking the brake linkage off and backing
the lock nut and adjustment nut up, to allow some slack of the
discs. Another observation I made was on the left side there is
several shim plates under the brake cover and on the right
side there isn’t any. Just wondering why the extra clearance is
needed there.

It has been a very long time since I have had a 4 digit tractor apart and the bolts didnt hit anything. I would suggest looking on agco website for a parts break down. Clearance should not be a problem unless the brakes were set when it rusted. I think you are fight the rust or there is something else holding it.
 
I tried to find images on agco with no luck but my cell phone doesn't work well for that. I did find this image. It might help and might not since it doesn't show bolts.
