Rear main seal installation

I have the conversion kit for the rear main ready to put on my gas 77 RC. The crankcase pan is currently off. One person advised me to put the pan on before putting on the main seal retaining plate. It seems more intuitive to me to have the retaining plate on first and then put the pan on up against that afterwards. What would you do?
 
   That seal housing is located by two dowel pins.   Just to be sure, install the housing on crankcase before you install the seal & use the shank
end of a drill bit of the proper size, move around the crank flange to be sure housing is centered around the crankshaft. May have to remove the dowel pins to
get it centered.
 
My engine is older and does not have the dowel pins. Have plugged the two extra holes in the retainer plate. Good point about checking for being on center. But Im still not sure if the retainer goes on before the oil pan or vise versa.
