1655 PTO adjustment

Hi guys does anyone have a cure for PTO free spinning on the 1655's when the PTO lever is in the off position? I've tried all the adjustments I could find in the manual and the PTO still spins, sometimes it will stop when idling around 1,200 RPM's but not always. As long as the implement has enough drag it will stop but say an empty manure spreader will continue to slowly operate unless the PTO handle is held back hard. Once the first bucket of material is dumped in it has enough resistance and stops. I would like to bale with this tractor but I would like to have the PTO actually stop and stay stopped so the tractor can stay running while working on the baler. Thank you for any advice!
 
Thank you, I guess I should have worded it better. I do not want to be shutting the tractor off and starting it back up every time I need to stop and clean up a mis-tie or busted bale. I have never hooked it to the baler so it may have enough parasitic drag to where it doesn't try and operate. I'd just like to know it's off when it's in the off position. My tedder does not have enough resistance so it continues to slowly move when driving down the road...
 
Look at the hook part of the latch that holds the pto off. Sometimes they will wear down to where they don't have enough metal left to hold the pto in the off position. If you have a pronounced hook on the lever, you probably have a bigger issue, however this would be a cheap fix if that's all it is. You had stated that if you hold the lever back it will stay off, so this may be something to look at.
