Oliver 66 Diesel governor response very slow

Hello, my 66 Diesel governor response is very slow. The pump was rebuilt probably less than 500 hrs ago. But it hasn?t been run much the last 5 years. Been adding marvel mystery oil to the fuel...I hear some are adding 2 stroke oil. Does my pump need a cleaning? A rebuild? Just run it more? Looking for opinions...I don?t want to mess up the pump.

Take rectangle cover off side of pump (7/16 wrench) and remove keeper holding gov rod to lever and disconnect the leveer should move freely if not it is varnishing up parts are hard to find for this pump, do not remove the 2 screws that are wired unless someone has been in there. If not familiar with pump better take to a shop if not free.
 
Thanks for the reply. I contacted the shop that rebuilt my pump probably 15 years ago...they pointed me to the control unit. I have the factory shop manual so I read up on the pump and got up the courage to remove the control unit and it was in fact varnished up. I cleaned it and lubed it with some kroil and it was moving with no resistance. I re-installed it and it?s running perfectly now.
