3-point hitch won't lift under load

Working through issues as they come on my Oliver. Now that my starting issues are resolved, its on to the next one.

1963 Oliver 1600 with 1610 loader. Loader cylinders are double acting and use the hydraulic ports on the right side of the tractor.

Problem(s):
[list:80444fb3c9]3-point arms raise and lower very slow. Refuse to raise at all if there is any weight on them. Pushing them down with my hand alone is enough to stop them.

Loader raises and lowers very slowly also. It seems to have no trouble lifting weight, just slow[/list:u:80444fb3c9]

My manual says the bypass valve on the right side of the tractor should be closed if using double acting cylinders for implements. I assume that applies to anything using those ports. The bolt is sticking out about 1.5 inches. If it is indeed unscrewed and set for single acting cylinders, will that cause this behavior?

Hoping to use my rear blade on the snow coming Friday.
 

Turns out the bypass valve was screwed all the way in.

I found the bleed screw (book calls them "Interlock Bleed Screws") and there are two. one on each side. Do both need to be screwed all the way in?

The right side one may not have been seated. The sealing nut was frozen to the screw so I had to remove it completely to clean it up and free it. It is seated now. I wasnt able to get it to start quickly in 5F temps tonight so testing will have to wait.
 
Bleed screws and bypass valve should be in tight for double acting cylinders. Bleed screws out three turns and bypass valve open for single acting. The bypass valve allows fluid to bypass the servo valve so the lift will not work at all. Have you checked the system pressure? My 1550 would lift sometimes or not at all. Only slight lift with weight on it and the steering was jerky. It had only 500 psi, turned out to be the pump. Email me.

I have not checked the pressure. I will have to get some parts from TSC to do that. One of my first posts was about a missing spring in the hydraulic filter housing. Who knows how long it ran without really being filtered.

It was 20F and snowing this morning and she fired up. I ran the bucket up and down. Still slow but it lifted the front tires off the ground if I kept lowering it. It has never done that before. The 3-point seems to raise with with me pushing down on the lift arms. It wouldn't do that before either. I will check the other screw and see about pressure testing.
