1655 Voltage Regulator....HELP

I have been struggling to understand my Oliver 1655 voltage regulator/alternator. The battery is good but it is not charging. Replaced the alternator...same result. Replaced the regulator....same result. On the original mechanical regulator there are 2 wires. One goes from the F terminal of the regulator to the F terminal on the alternator. The other (Orange) wire, per the service manual is from the ignition switch and goes to terminal #3.

There is voltage on the orange wire. When I jumper the orange wire to the F terminal on the alternator, I get 14 volts...the alternator is good.
Do the new solid state regulators require more connections to operate? What am I missing?
 
Try this:

Move wire coming from from ignition switch to VR terminal #2.

Run a "hot" "voltage sense" wire from battery cable post on starter solenoid to terminal #3.

Terminal #4 is unused.

Leave regulator "F" connected to alternator "F".

Please post back and let me know if this solves the problem.
 
Oliver issued a service bulletin on how to rewire the charging system if you were going to the new style alternator from the old style. I sent you an e-mail about that. Did you receive it?
 

Have you checked the ammeter to see if it's good? Doesn't the charge flow from the regulator, through the ammeter and back to the battery?
 
That did the trick. Ammeter is working properly.....like it never has.
