When did Oliver begin adding the "Certified" sticker with certified HP and Dyno operator's signature to the left rear hoods? Another post quoted an end date through company memo sometime in 1971 (May I think, but now I can't find the post). But when did it begin?

Certainly it seems to have been in place as of the introduction of the 4-Digit 50 Series, but did late model 00s also have these. I've seen some 1964 00 restos with them but they look like recent repros and I am wondering if that would be legit.
 

Excellent. Thanks for locating. So the company memo ceasing use of the sticker was February 1971, not May. Now that when it ended is definitively established, I wonder when it all started.
 
The Certified Horse Power was introduced to the dealer's at the introduction of the 50 series in 1964 at the "growing O shows"
 
We had a 1450 Cockshutt, a 68 that had it on the side of the hood. My theory on how it came about has to do with the Nebraska Rating of the 770
series and the 1550 series. The three digits were over rated at Nebraska and the 50 series well underrated. The 770 was 216 cu and turned at 1750
and was rated almost 53 hp. The 1550 was 232 and turned at 2200 I believe and was rated at Nebraska about the same 53 hp. It does not jive. In my
humble opinion.

Essentially 52 and 53 are the max numbers for the gas models. There should be a way more spread than that. With 7.5 percent more cubic inches
turning 25,7 percent faster to only show 2 percent increase in hp. It should have been at least 10 hp or 20 percent more.
