Oliver 1655 Not Charging

My 1972 Oliver 1655 gas is not charging. Battery is good. I replaced the alternator and regulator. Still not getting a charge at the battery....12.3 volts. Any ideas what to do next? As for the terminals on the regulator, there are only 2 wires connected. Should probably verify which wire goes on which terminal. I took them off the original and placed them on the same ones but perhaps they were wrong to begin with...longshot. Looking in the shop manual it shows the orange wire going to terminal 3. Mine was on terminal 4. How can I troubleshoot this problem?
 
If you have an external regulator you have the old style alternator. Later ones had the Delco with the internal regulator. Which one is on there now? Send mean e-mail with your phone number. We can give you some pointers. J.
 
The new external regulators are mostly electronic. Electronic regulators require the wire that originally only connected to pin 3 on the older mechanical regulators be connected to both pins 3 AND 4.
 
The original regulator had the orange wire connected to spade/pin 4. When I replaced the regulator, I put the orange wire on the same spade. I wonder if 3 and 4 are connected? I will look.
I wonder if that was the original problem...orange wire should have been on spade/pin 3. Not sure why it would have been on the wrong spade.
