Super 55 Steering Box Aluminum Spacer Plate?

Should there be an aluminum spacer plate between the steering box and where it mounts to the frame? The one I recently removed has one installed, but the last one I pulled did not.

Have torn many down & none had any kind of spacer plate

That's what I thought and It's not identified in the parts book, so I have no idea what its intention was.

I guess if the steering box leaked,it would stop the oil from running down on the clutch.
