1950 Oliver 3ph not working

Hello everyone. I ve recently bought a 1950 Oliver, everything on it works well except the 3ph which stays down and won t do anything. Hooked the hydraulic outlets up to my cultivator and seemed to lift and lower it just fine so I don t think it s a pump problem. This tractor is new to me, I don t know much about them so any advice or help troubleshooting is appreciated, thanks.
 
O. K. Does it have a Ct 2 HITCH with an internal lift cylinder or a CAT 3 hitch with 2 external cylinders? I can think of 2 problems that could cause this. First one is the ball for the lowering valve is jammed in the spring or the elbow for the safety valve is cracked or broke. Does the tractor have a cab? You have a phone number or an e-mail address?
 
Since he just bought it,I wonder if the previous owner turned that bolt out to use a single acting cylinder?

As you're on the seat,down by your right heel,there's a fine threaded bolt that takes a 3/4 inch wrench. It had a real thin lock nut. That lock nut has to be loosened and the bolt turned in. Don't force it. It should turn with your fingers,then use a wrench to just snug it. It holds a ball in a seat,so be careful.

So I took a look at the Oliver this afternoon unfortunately that bolt was already in so it isn t as simple of a fix as that. What would be involved in fixing the problems that you mentioned earlier? Just trying to get an idea if it s something i can fix in my driveway since I don t have a shop or if I should just take it to a mechanic to get fixed.
 
I don't know about the ball in the lowering valve that John mentioned,but if that elbow is broken off,the top has to come off the transmission and rear end.
