1750 brakes

I installed new brake discs on my 1750 today and couldn't get the covers back on for some reason. I'd appreciate any insight you may have on this. First time I disassembled. One of the brakes didn't work. Thank you. Ken
 
Do you have brake covers that are to be used with shims and someone lost the shims? Are your brake covers smooth on the inside or is there a step machined in the covers?

Yes the covers have the steps on them that fit on the inside of the housing.

I don't know if I could have something behind the inside disc keeping it from going back all the way or if the actuators are hung up and I need to do something to get them to contract further. Did have a chance to check any deeper today.

When one of the brakes is wore, that one was dragging. I've never worked on Oliver brakes, but plenty others.
When one is dragging it means the "caliper/brake cylinder" is froze up, goes out with pressure but will not
release. Getting them to retract all the way for reassembly is almost impossible. Rebuild/replace whatever it is that applies pressure.
