Here is a bigger picture of the governor. Can engine speed be adjusted while engine is running? Thanks Mark

That is the normal limiting speed type governor not the aftermarket variable speed. It can be adjusted while the engine is running. The screws function as I described in your earlier post. You also need to make sure your hand controls are correctly adjusted. With the engine is off the finger from the hand controls should be completely away from the finger on the carb in the wide open position. Your carb throttle shaft must also be rotated to the fixed stop while the engine is off that guarantees the butterfly is going to the full open position. If the butterfly is not going to the wide open stop the linkage rod from the governor to the cross shaft through the engine must be adjusted(it is under the cover on the governor side of the block about 6-8 inches long). Then you can proceed adjusting the governor speed. Remember that is a different carb than the original so some of the linkages may not have been properly adjusted when it was put on.
