Governor adjustment 18-28

I put a hand held tach on the belt pulley shaft on my 18-28 and am only getting 500 rpm at full throttle. My manual says it should be 750 rpm. It shows two different screws for adjustment but not which way to turn them. And should this be done with engine running or not. Thanks for your time, Mark.
 
Is the tacho accurate? I like my optical tacho - so easy to calibrate it against the mains frequency.

What are the two screws for? One for max and one for min?

Got a pic as there seems to be two governor possibilities, depending on age of unit?

The hex head bolt sets high rpm the screw head is buffer/bumper spring that prevents engine surging as the governor responds. Screw the hex in to increase rpm and only screw bumper spring in far enough to prevent surging. Your high speed screw is already nearly bottomed out which could indicate worn internals. The picture isn't big enough to show if it has the aftermarket governor kit installed. Adjustment would be different on one of those.
 
Can adjustments be done with engine running? I will post a larger picture of governor tomorrow. Thanks for all your help, Mark
