Oliver 1655 pto leak

I have a 1655 that leaks around the pto shaft. When I take out the snap ring and pull the pto, maybe a cup? Of gear oil runs out. The o ring around the bearings could stand to be replaced, but I thought it should be dry behind the pto shaft? I can see that it does have the plastic plug in the back of the gear. Is there a seal leaking oil? Maybe that plug? Or is there some oil in there and the o ring around the bearing keeps it from dripping? It doesn?t drip a ton, but getting it ready to paint and this is one last annoying drip.
 
I have found 2 sources: 1. the seal behind the spanner nut. #30 on the parts breakdown. My 1650 didn't have that in there. 2.) the cap at the end you referenced. My 1650 didn't have one at all and my 2-70 I just bought the cap is cracked. The 2-70 has the same deal you are talking about and this summer I'm pulling it and replacing the cap. The 1650, I put a new cap on it first, still leaked, put the seal I talked about in, still leaked, now have figured out that it is leaking around the cap that I put in.

Not sure how to keep that from leaking, but I filled it with RTV, put the snap ring on it, and it's still there, but leaking... Another time.
