1800 loader hydraulics

Question on my tractor loader. When I pick up a large round bale the lift cylinders will pick it up no problem, but they only lift it about 5 ft. off the ground and then stop lifting. The bucket tilt cylinders will only tilt about half way and then stop. Both will lower normal and pick it up etc. just like before and then stop. Won't extend any further. Hydraulic fluid level is full. Is there a pressure bypass valve or restrictor valve adjustment or something else I can do.???????? MERRY CHRISTMAS!!!!!!!!

Has it always been this way or not?
Check hydraulic oil level with lift and bucket cylinders extended as far as they will go.
I bet there's not enough oil left in the tank.
