1850 540 PTO horsepower limit

Does anyone know why the book says to limit the HP to 60 when using the 540 PTO? I was at a show and was going to dyno the tractor and then I remembered I had the 540 PTO shaft in and the book says to limit the HP.

The reason is the amount of torque generated not so much the horsepower. We were demonstrating a 1750 one time and we pulled it down and broke the 40 shaft in the tractor + the shear bolt on the dyno and put the Dyno PTO shaft through the shop door! good thing no one was standing on the other side of the shop door.

60 hp at 540 RPM works out to 583.33 ft-lbs of torque.
