how do i set the RPM UP AND THE IDLE UP IF I IDEL IT DOWN IT WILL DIE 2150 IS MAX IT IS AN 4-53 N 1964 ??
 
Best not to attempt messing with the governor blindly as you can easily cause it to "run away" scattering it's bits all over.
Get a proper manual and take the precautions that are unique to detroit diesels...
 
Tramwayguy is right,..get a manual.
Unless a spring broke or a screw got loose,you prob looking at rebuilding the governor,i had your problem last year on one 4-53.
It also involves setting the fuel rack again (under the valve cover)
 
The problem you may have is the fuel shut down lever is not returning to its 'run' position. It is being held slightly open by a rusted cable or the cable has become bent or kinked somehow. When this lever is held off its stop the engine won't idle and the high idle won't reach its max rpm.

The fuel shut down lever is located on the top of the governor. Check this lever by making sure it returns fully to the end of its travel. This is the 'run' position, there should be a spring attached to help it move to this position.

Also you may have lost the lock nut on your idle adjustment screw which now has backed out a few turns.

Like the guys have mentioned get a manual if you're not familiar with the engine.
 
The rack can easily be adjusted to make the engine run away when started {been there,done that}.Be sure to have the emergency stop working when doing this!!!
 
the fuel shut down leaver wasent completly going all the way off I fixed that now it whants to run off i have to control the run off with the shut off cable. and the idel screw dont seem to work ??? when I throdel it some times it is responsive and other time it is not ?
 
It sounds like someone has adjusted your governor previously. Is this true? Take the cover off the gov top held on by 4 screws, it has the shutdown lever on it. Make sure the pin that is on the upper linkage has been inserted in the fork of the lower linkage. Use a flashlight and slowly lift the cover while noting where the pin has been sitting. This pin is sometimes located wrong. Has someone adjusted the gap in the attached photo?

yes i hade a blown head gasket had the head redone and had a guy from out of town come and puy it back together did have to take the rod out of governor and he put back in after head was on he said he didnt ajust governor he said he left the setting the way they were ti was ideling at 1000 open at 2500
