Oliver 60 TSX 120 Carb Kit Question

I have a carb kit from AGCO and see there are 2 gaskets in the package for the high speed screw, one is felt and the other is rubber. There was no gasket in the one I am rebuilding. Which one do I use?

Edit, I mean the throttle shaft seal that goes behind the brass cap.

Most of the time the throttle shaft has a lip type rubber seal and the choke shaft uses a felt seal. Make sure your spring is not broke or missin on the choke plate.

I was going to leave the choke shaft intact since the screws look pretty rusty.
All is there, but I may have to put in that felt seal.
