Oliver 99 six cylinder diesel won't run?

I'm working on a 99 diesel. I have fuel to the injection pump and out of the injection pump. I have no fuel out of any of the injection lines. I pulled the cap off the deliverly valve and removed the valve and cranked the engine. Fuel flowed at a fair rate. I really don't want to mess anything up inside the pump. Anyone have any idea of what else to try?

Has it been sitting a while? You might have twisted off the pumping element; if so, it is a fatal problem that can only be rectified with a new or rebuilt hydraulic head.
 
Is the injecton pump timed correctly? did you have it off? If it was stuck you may have broke the hydraulic head.

I don't know of any sure way to tell without removing the pump head. If it's broken, the follower and spring will separate from the head when you lift it off.
Removing the head is not real difficult if you have a manual handy. If you can't find a factory manual, the I&T manual covers it pretty well also.
