I believe my starter has some issues. It cranks real slow, even with a fully charged 12v battery driving it. It seems to spin free, but just doesn't like a load. The engine is free and not binding, it just turns over so slow it can build any spark.

Is a starter rebuild in order??

Before you do something like rebuild the starter, check all the cables and connections first! A bad connection or bad cable will add resistance and limit the current going to the starter.
Also make sure that the ground path from the starter to the battery is good as well..that is often overlooked.
 
What do you mean by 'Heavy'?
Their current carrying capacity is hardly ever what the battery cables can achieve.
I am guessing that the electric system on an OC-3 was proably 6 volt originally, so the cables need to be really heavy....a lot bigger than regular 12 volt cables.
You can put all the volts you want into a cable, but you still have to carry the current, and that's where size comes in.
Also, be extremely careful when jumping with a battery, they can explode! Wear goggles as a minimum.
 
Where is your voltmeter? A cheap $20-25.00 multimeter can tell you more than you asking us questions and then we have to guess at what is going on.
 

Had the starter tested and it tested good. I am going to re run all heavy cables and a new starter switch.
 

Well, I ran all new heavy cables and it works great now. I tested my jumpers, and there is a break down in the ground side.
