To replace the gears you need to pull the hood off and remove the top half of the steering gear housing. Once you are into the tractor that far, make sure there isn't anything else that needs attention, like the starter button linkage or shift linkage. Since you are that deep into the tractor, consider pulling the lower housing (which is also the top cover of the transmission) and inspect the shift linkage and transmission gears. Get a manual (Ford or FO-4) and study before you start. It isn't very hard. The only real adjustment is the thickness of the washers on the shaft between the two sector gears and the condition of the lower tapered roller bearing on the pinion shaft. Sometimes it can take a few tries to get the timing of the gears right, but other than that, it is pretty simple. There are a pair of gaskets between the upper and lower housing, split packings on each sector, and a packing just under the steering wheel. These, along with the pinion/shaft, left and right sectors are the parts you need. Add a transmisson top gasket if you go into there. You might find something else worn when you inspect everything.
