Thank you. The things you forget at our age. I remember using one just like that as a kid now that my memory was jarred.

As the other fellas said, that part is a Linch Pin Clip/Holder; FORD Part Number NAA-572. It was released in late 1953 and included on the new 1954 NAA Tractor Fender as shown in the DEC 1953 MPC page I show below. There were two, one on each fender. It was standard thereafter on the Hundred Series Models. FORD engineers were very good at designing the tractor and implements with the farmer in mind. All pins had check chains attached to ensure they were right there where used and couldn't get lost. The NAA-572 clip made it so a linch pin was readily accessible if one got lost and was needed. Helpful Hint from Heloise: Always stock extra linch pins in your toolbox.
