My 8n tractor has a pto that turns all the time, years ago we had a 1959 ford tractor, and on the right side of the seat near the rear there was a lever that you engaged to make the pto turn, of course you had to step on the clutch, this lever doesnt matter what position it is the pto shaft turns all the time, is that normal?

The 8n has a lever on the left side that will disengage the pto! If it turns with the clutch pushed in, you may not have an 8n. Photo?
 
You are probably moving the draft control lever which doesn't affect the PTO, if it's an 8N it will be on the left side behind your calf on the trans. housing.
 
As suggested, pictures help. I once had a similar situation. I had taken the left side plate (with the pto
lever) off and when reinstalling it, I did not get it properly engaged inside. No control of the pto.
 
The sides of a tractor depends on a person seated,thus the PTO lever is on the left on a side cover for
the pump housing. If it doesn't control the PTO,the lever may be out of position and not contacting the PTO
shifting mechanism.
 

Take that left round side plate with the PTO lever on it off and see if the lever is actually moving the collar that engages the PTO shaft. Once you have that plate off you can reach in and actually move that collar by hand.

Do not do this with the tractor running. Try moving the collar and then manually try to turn the PTO shaft at the rear. Moving that collar back and forth and manually turning the PTO shaft will tell you if everything is working OK in there. I had my shaft stop turning and found out that there was too much play in that PTO lever. Someone had replaced the roll pin on the lever with an old bolt which had worn enough that it wasn't allowing the lever to move that inside collar enough. I replaced that bolt with the correct pin and it worked fine.
 

I believe it's a regular roll pin. 1/4" X 1 1/4". Available at any hardware store. You should pick up a 1/4" X 1" pin also I forget the actual correct length.
