Im pulling the rear wheel off my 1950 ford 8n tractor, leaking seal, the axle nut had to be taken off with a impack wrench, very hard to take off all the way, when I put the axel nut back on its very hard to screw on, and stopped half way, cant budge it any more, is this normal? The nut is not cross threaded, thats not the problem, never seen this before
 

I am gonna wager part of the lock ring broke off you did not catch it and damaged the threads when you removed the nut. That will destroy the threads on the axle : (
 
You said it was hard to take it off at the end of the axle threads. I'd say the outer threads were boogered and now you have a boogered axle and nut. I'd buy a new nut and a thread file.

No.
Should not tighten up until the nut and washer have tightened against the hub.
