Do I have a governor issue?

My 8N has a fuel starvation episode event every time I start to climb a hill going forward. I can repeat it pull a load or in laden. If a pivot turn when it starts sputtering I can use "switchback technique" to get to the top.

I tried backing up the hill unladen and no issue.

I pulled the shutoff valve and cleaned the screens. The tank isn't rusty. The tractor is easy to start. Even after a starvation event once I get it back to level.

Could this be my governor? I never have monkeyed with it and if it is I will get a house call from my shop. I won't risk driving on a road cause I just can't leave a traffic lane to keep it running.

Any ideas of what is causing this?
 
I would pull the drain plug out of the bottom of the carb and measure fuel flow. It should fill a pint jar in 2 to 3 minutes. How much gas do yo have in the tank? If the shut off valve is only open two full turns, it will not use what is in the bottom of the tank. If, when running at full throttle the gov arm should fight you if you try to increase rpm by pulling on the rod to the carb.
 
Check the carb float (set height).
Possibly the carb float is hanging up
inside the bowl when going up hill. Check
the gas level in the carb with a fitting
in the carb drain and clear tubing looped
up past the carb.
 
Before you pulled the shutoff valve out of the tank did you check to see if fuel was flowing through it? My shutoff itself was clogged with dirt so the fuel never got to the bowl. Pull the plug out of the bottom of the carburetor and then open the fuel valve and see how the fuel flow is. You'll get a bunch of fuel first as it empties the bowl, then you'll see the actual fuel flow.
 
Forward up a hill it sputters.
Reverse up a hill it's fine.

That doesn't sound like a governor problem. Maybe your float is hanging up?
 
thanks. I will heed this advice and continue. I will be back at the farm in a couple weeks and will let you know if I was successful.
