8N engine RPM

This tractor is either idle or full throttle, no in between. This has had a gov. and carb replacement by someone {not me}. Is this a gov. or linkage problem? Thanks for all your help.
 
Short answer to your question is, Yes.
Have you tried adjusting the governor spring tension per the FO-4 manual? Perhaps you could post a photo of your linkage.
 
If 'new' parts are aftermarket Cheena made ones, chances are they were never set right and tested there before being shipped. I'd rebuild your original carb and gov and then go from there. The carb must be operating good before you can adjust the guvernor. I would not muck with any linkage til you do this. Got your ESSENTIAL MANUALS handy? Owner's Manual and FO-4 Manual have chapters on both carb and guv.

I took the gov. off again to inspect it. Found that the ball plate was not drilled square, pressed onto shaft crooked so one side is higher than the other placing some of the balls in a different position. Yes, this is a China gov. Will be ordering a new gov. Tue. Hope that will be a good working part.

It won't be.
Until someone reports otherwise, ALL of aftermarket governors are junk. A facsimile at best. Thanks Cheena!!
It seems that IF you really know how to set up an N governor AND have the right jig and tools you can make one work.
But to buy an aftermarket governor, bolt it on and expect it to work???
Better have someone standing with their fingers on the key switch before the engine revs to 10000 rpm and grenades'.
Sorry for the bad news, but I learned the hard way as well.
