The rear blade height on my three point is not very precise. It either digs too deep or jumps up a few inches. It has always done this so I was wondering if something is worn or if I need to upgrade to a newer parts.

Do you have it in position control?
That valve is a one of a kind and repair parts are limited at best. The behavior you are having may be related to the control linkage. Get a copy of the shop manual and read the sections on adjusting the lift.
